Activities of Japan CIRIEC

In 2005, Japan CIRIEC held its 20th memorial meeting at Kwansei-Gakuin University. The main subjects of our activities have been changing over years. Especially, according to the process of economic globalization and deregulation, management of the public utilities and cooperative sectors had to face competitiveness in the market. Moreover, financial squeeze of central and local governments was forced to increase many kinds of social economies. Our subjects of academic activities reflect sharply changes in such social and economic conditions.

Japan CIRIEC's activities are mainly composed of an annual meeting to discuss the suitable subjects by inviting speakers for the round tables, and to prepare chances for the members to report their academic studies. One more important activity is to publish the academic journal entitled "Kokusai-kokyo-keizai-kenkyu". ("International Public Economy Studies")

Annual Meeting of Japan CIRIEC

The Annual Meeting of Japan CIRIEC has been held as follows:

  • 16th (2001) Annual Meeting at the Sakushin Gauin University.
    Main Theme; Regional Development in the Era of Globalization.
  • 17th (2002) Annual Meeting at the Kobe University of Commerce.
    Main Theme; Establishment of Social System at the Era of Marketization and Globalization.
  • 18th (2003) Annual Meeting at the Ritsumeikan Asian Pacific University.
    Main Theme; Education and Science-Technology Policy in the Era of Globalization.
  • 19th (2004) Annual Meeting at the Chuo University.
    Main Theme; Stabilizing and System-Composing for the Social Economy .
    In this symposium, Professor Keimei KAIZUKA (Chuo Univ.) reported on the future prospect of the fiscal deficit in Japan. Four panelists discussed the role of social economy in the various sectors.
    There held another symposium, which titled "Practice of BAJ　(Board of Audit of Japan) and Policy Evaluation". Mr. SAKURADA (Senior Officer of Accountant) made an initial speech and four panelists discussed about policy evaluation and planning in Japanese public sector. This Congress consisted of one plenary session with 4 reports and three sessions with 10 reports.
  • 20th (2005) Annual Meeting at the Kwansei-Gakuin University.
    This Congress was the monumental meeting to celebrate Japan CIRIEC 20th anniversary, and to evaluate the experience of the 10 year-long reconstruction after the Great Hanshin-Awaji Earthquake.
    The main title of the symposium was "Social security through establishing the network infrastructures". The main report titled "Towards the construction of cities strengthened against natural disasters" was presented by Mr. Toshizo IDO, the Governor of Hyogo Prefecture. Two panel discussions were also held in the round tables.
    (1) Risk management and construction of cities - from the private enterprise's point of view.
    (2) Establishment of the hard and soft (human) infrastructure for the risk management.
    Also, two plenary sessions and two workshops including 11 reports were held.
  • 21st (2006) Annual Meeting at the Daito Bunka University.
  • 22nd (2007) Annual Meeting at the Nagoya-Gakuin University.
  • 23rd (2008) Annual Meeting at the University of Hyogo.
  • 24th (2009) Annual Meeting at the Toyo University.

Publishing the "International Public Economy Studies"

Japan CIRIEC publishes academic journals annually. It consists mainly of the records of the symposium held at the meeting and some referred articles reported there.

Most theses should pass selection by the strict referee system of this journal. Subsequently, its academic status became increasingly higher. Editorial board is organized mainly by the steering committee members at their regular meetings. The excellent reports at the annual meetings are adopted to be published. Here, I will introduce some titles of the selected documents.
